After a 4-week period with latanoprost or car­teolol monotherapy, patients received 8 weeks of treatment with monotherapy, concomitant therapy, or OPC-1085EL applied daily in the morning.

In study 1, the mean reduction in baseline-adjusted IOP for the 113 patients treated with OPC-1085EL (2.9 mm Hg) was significantly better than for the 116 patients treated with latanoprost monotherapy (1.6 mm Hg). In study 2, the mean reduction in baseline-adjusted IOP was significantly better for OPC-1085EL (n = 76; 3.5 mm Hg) than for carteolol (n = 76; 1.6 mm Hg). IOP reduction in the 37 patients who received carteolol and latanoprost concomitantly was similar to that in recipients of OPC-1085EL. In both studies, OPC-1085EL was toler­ated well and associated with only mild adverse drug reactions.

The authors concluded that OPC-1085EL is similar to concomitant ther­apy in terms of IOP-reducing efficacy but offers greater convenience. They noted that subsequent studies are need­ed to evaluate it for a longer duration, administered at other times of day, and in more diverse populations.

The aim of this strategy is clear. "We want to become a beauty company that plays in the top 10 of beauty companies around the world,” said Gianni Pieraccioni, chief operating officer of markets for Revlon. "This calls for two things — organic growth and also acquisition.”

Garcia quantified Revlon’s newly discovered ambition. He said the company’s goal is to reach a total sales volume of $5 billion in five years. The company’s revenue total now stands at $3 billion.

In a wide-ranging interview in Revlon’s spacious headquarters with sweeping views of New York harbor, Garcia went through the math. "If we grow ahead of the market 50 basis points for the next four years, we’re one small acquisition away from the number,” Garcia said.

With that target in mind, Revlon is reorganizing into four divisions. Revlon and Elizabeth Arden will operate in their own segments, Fragrances will operate as a unit, and the remaining brands such as Almay, American Crew, Sinful Colors, Mitchum and others will operate as the Portfolio division, Garcia explained.

"Along with that, we are creating regions so we can complement our brand-centric organization with a customer development sales organization,” Garcia said. Revlon will have five areas of geographic focus: North America, Europe, the Middle East and Africa, Asia, Pacific and Latin America. John Collier, currently senior vice president of the North American consumer division, will be president of North America; Eric Lauzat will be president of EMEA and Asia with regional vice president Marco Ficarelli; Jaime Vazquez will be regional vice president for LatAm; Tracey Raso will be the regional managing director for the Pacific region, and Enrico Baldassarri will be regional managing director for Africa.

The regions report to the chief operating officer of markets, Pieraccioni, and each brand division is led by its own president — Anne Talley at Revlon, JuE Wong at Arden, George Cleary for Fragrances and Sennen Pamich for the Portfolio segment. Talley is returning to Revlon after more than a decade at L’Oréal, where she was most recently general manager, retail strategies and business development for L’Oréal Luxe. Wong was appointed president of Arden in mid-2015. Before the Revlon-Arden merger, Cleary was named president, global fragrance, for Arden. Ahead of Diwali, Delhi Police busted a gambling den and arrested 58people who were allegedly playing casino from a hotel room in south Delhi's Ghitorni area on Sunday night.

During the late-night raid, cops arrested 58 people who were involved in gambling. Police also recovered Rs 11 lakh and 6,000 plastic tokens (used for placing bets in a casino) worth `84 lakh and five specially designed poker tables. They have also seized a large quantity of illicit liquor and hukkah from the hotel.
"We received inputs about a makeshift casino running from the basement of Imperial hotel in Ghitorni area. Several teams were made who conducted the raid. We cross-checked the information and verified the guest entries before conducting the raid," said Devendra Arya, DCP of south-west Delhi.
Arya said that FIR has been registered and 58 people were arrested. Organisers of the party were booked under the gambling act and other IPC sections in Vasant Kunj south police station.
A senior officer told Mail Today that the organisers had planned around six high-profile casino parties in different locations in a run-up for Diwali. They were preparing for running makeshift casinos for the last one month.

By pleading no contest, Tilley admitted prosecutors could prove the allegations beyond a reasonable doubt. For the purposes of sentencing, it is considered the same as an admission of guilt.

Staff will conduct an initial vetting process, determining which proposals are viable and fit Waukegan, city attorney Bob Long said.
That short list will be finalized around Aug. 26 with interviews of the remaining candidates to follow after Labor Day, according to the addendum. A public hearing will be scheduled for late September.The public hearing will give residents and other community members a chance to speak on the subject, and each of the potential developers will also get a chance to present, Long said.
The finalists, chosen by the Waukegan City Council at a later meeting, will then be forwarded on to the Illinois Gaming Board, according to Long and the addendum. The city’s deadline to make those recommendations is Oct. 25.
The city has intentionally kept its criteria broad — leaving the location, size and scope up to developers — so that city officials can consider all options and then recommend the ones that work best for Waukegan, Mayor Sam Cunningham said.
Cunningham had originally been focused on the city-owned 32 acres at the Fountain Square shopping complex as the home of Waukegan’s casino.
Purchased in 2003 for $6.9 million, the land was valued at $5.5 million in an appraisal completed during the 2012-13 budget year, according to city records.An updated appraisal was completed just recently as part of the mayor’s push to get more city-owned land back on the tax rolls, Cunningham said. The plan is to release a registry of all the city’s properties, many of which are former commercial and residential sites.
The city will not disclose what the appraisal determined, considering it "proprietary” information, Long said, adding that he’s not worried the city will be low-balled because the developers understand it’s a competitive process.
The appraisal will be taken into consideration when evaluating the overall package proposed by developers, Long said. A $10 million offer for the land combined with a "bare bones” casino proposal might not be as valuable overall as a $5 million offer with a much more comprehensive development proposal.

Now well into its third week, the U.S. government shutdown has officially become the longest in history. More than 800,000 federal employees are working without pay, and the effects, as you can imagine, are beginning to pile up.

While the impact on national parks, airport security lines, and popular cultural attractions can be easily observed, some of the more worrisome effects are a bit harder to quantify.

For starters, the websites for both the Federal Trade Commission (FTC) and the Federal Communications Commission (FCC) are down, which means consumers are left in the lurch. Perhaps scarier, the FTC has also shut down its identity theft website—the site where people go to report fraud activity.

When you open the site, you’re met with a stark notice that reads:

"Due to the government shutdown, we are unable to offer this website service at this time. We will resume normal operations when the government is funded.”

What this means is that aside from less regulation on all your favorite (or not-so-favorite) government-funded facilities, this shutdown could inadvertently be putting your privacy at risk.

What happens when there’s no one to tell?
Identity theft was the second-largest consumer complaint to the FTC in 2017, when more than 100,000 new reports were filed. That was a 3% rise from 2016, and it is expected to have increased last year as well.

Unfortunately, without the ability to check and verify which numbers are real and which aren’t, most third-party call blockers aren’t able to update their software, leading to more unnecessary calls and more angry customers.

Privacy takes a back seat during closures
The problems extend far from Washington, too. People in Phoenix, Arizona, have faulted the Department of Homeland Security after it sent out mass appointment cancellation emails to hundreds of people—whose personal email addresses were openly visible to every recipient of the message.

Many local immigration offices have also started closing early. As noted on the USCIS website, "This information can change quickly, so please check this page on the day of your appointment.” While USCIS office closures may not directly affect your privacy, the little regard given to personal data is something that’s sure to carry over into other branches—if not already.

The U.S. government is the single largest spying power in the world, and with all the potentially embarrassing data it’s collected, there’s never been a better time for hackers to find their way in.

What to expect if the shutdown continues
While there’s no way to predict when the shutdown will end, here’s what to expect on the privacy and security fronts.

One trend you’re bound to see is more and more websites rendered inactive. Already, government-funded sites like NASA and the Department of Justice have become inert, and if the shutdown continues, more sites will be automatically shut down due to outdated or expired security certificates. According to Engadget, more than 80 TLS certificates have already expired.

The FCC has also stopped certifying new electronic devices that are heading to market. Though this may not have an immediate impact, the long-term repercussions could be worrisome. If some gadget comes along with super invasive built-in spying technology, it might not be acknowledged for days, weeks, or even years.

Worried your devices will get confiscated at the border? Here’s what you can do
There is growing evidence to suggest that border security agents are taking greater steps to intrude into our daily lives. Just last year, customs agents in the U.S. conducted over 33,000 warrantless device searches—quadruple the number from only three years ago.

A recent testimonial in a lawsuit headed by the Electronic Frontier Foundation and the American Civil Liberties Union revealed that agents "are asserting near-unfettered authority to search and seize travelers’ devices at the border.” The information from which can be stored for up to an eyebrow-raising 75 years.

More alarming is that border officials can also search electronic devices to find information about anyone you’re connected to, e.g., family or friends, and any sources a journalist or scholar may have. Any person in your contact list is fair game. And this blatant invasion of privacy is not limited to the U.S.

Advocacy groups are fighting to stop unwarranted device searches and seizures, but there are several things you can do to prevent border security from accessing sensitive information on your devices.

1. Travel without your devices
The simplest and safest way to avoid a border search is to just not bring your devices with you. But, while it may be nice to take a break from your devices, it would probably be an incredible inconvenience to those who rely on devices to stay connected to the rest of the world.

2. Get a burner phone with only the data you need
A burner phone or computer used only for traveling is another way to reduce the amount of sensitive information you carry. Ideally, your devices only have what you need for your travels, and not much more.

When setting up your burner devices, make sure there aren’t any email accounts, social media apps, or personal photos on them. That way, if your device does get confiscated and picked through, there’s not much to see.

3. Store sensitive information on the cloud and temporarily delete apps on your phone
The good news is that in the U.S. border patrol agents cannot look through travelers’ data if they’re stored online.

So for those who can’t (or don’t want to) purchase more devices, one simple way to avoid data mining at the border is to store information in the cloud and delete everything on your device. Be careful though: If you leave anything behind the data is still fair game.

Social media and email accounts are particularly easy to remove because you just have to sign back in once you reinstall the app.

If storing data on the cloud is not an option, you can still claim plausible deniability of the data on your device by adding hidden volumes or hidden operating systems, which, if set up correctly, will hide your data from even advanced forensics.

4. Disable biometric data security and encrypt your devices
In the U.S., border agents can compel you to use your biometric security to unlock your devices for examination. Make sure you disable it and instead use long passwords and encryption.

Additionally, you should ensure that your devices are disk-encrypted. If your Android device runs 6.0 or above, it is encrypted by default, but you can check at Settings > Security. Apple users can rest easy as all iOS devices are encrypted by default. MacOS laptops can be encrypted with FileVault, and with BitLocker on Windows 10 machines.

Be wary of the fact that border agents can still seize your devices to try and have a crack at them and, if you’re a visitor to the U.S., you can even be refused entry if you don’t comply to search demands.

5. Report any violations
While there are interim solutions to the unwarranted examination of our devices, there is no substitute for a full reversal of this intrusion into our personal privacy.

Report any inappropriate behavior to organizations like the ACLU or the EFF, who are fighting to push back on infringements of your rights.

The ACLU and the EFF sued the federal government for warrantless searches in 2017, and are making headway in their case. Reporting abuse is critical in helping these organizations mount a case against Customs and Immigration.

The best way to avoid having your data seized at the border
Sadly, these solutions are not perfect. Warrantless searches still happen at an increasing rate and there’s not much you can do to stop border agents searching your devices any time they wish.

The best thing you can do is take as little sensitive data as possible when crossing a border and report any violation of privacy to organizations like the ACLU, OpenMedia, and the EFF.

Tianjing school forms key partnership to boost operations

The Tianjing BISS International School seems to have found a way out from its recent troubles, forging a strategic partnership with Tianjing-based ETU Education. The deal will cover operations, management, marketing, enrollment and curriculum development.Tianjin international school BISS, founded in 1994, is one of Tianjing's oldest international schools.
The sister school of the ISS International School in Singapore, BISS was renowned for its strong foreign faculty, expertise in International Baccalaureate programs and success in sending its students to world-class universities, including Harvard, Stanford and the National University of Singapore. Later, teachers joined a strike to force the school owner and board of directors to pay their dues. Elvis Tan, director of BISS, says the partnership with ETU is a milestone for BISS which has been in China for the past 25 years, adding: "We will continuously work together to provide the kids, regardless of their cultures and nationalities, a better education and a better future." Zhou Jing, the mother of a BISS student, says she thinks the cooperation is an efficient way for BISS to overcome its difficulties.
"I think ETU is a burgeoning, promising project, and hopefully it will bring vigor and new blood to BISS' development," Zhou says. She says she sent her daughter to BISS in 2015 because it boasted a high-quality faculty and IB courses."ETU emphasizes the importance of learning Chinese culture, which is a good complement to the internationalized courses offered by BISS," says Zhou.
