China’s economy in worst downturn since ’60s in virus battle

China faces a drawn-out struggle to revive an economy that suffered its biggest contraction since possibly the mid-1960s after millions of people were told to stay home to fight the coronavirus.To get more latest china economy news, you can visit shine news official website.

The world’s second-largest economy shrank by 6.8% from a year earlier in the quarter ending in March after factories, offices and shopping malls were closed to contain the outbreak, official data showed Friday. China, where the pandemic began in December, is the first major economy to start to recover after the ruling Communist Party declared the virus under control. Factories were allowed to reopen last month, but cinemas and other businesses that employ millions of people still are closed.

There are signs that after an "initial bounce” as controls ended, "the recovery in activity has since slowed to a crawl,” said Julian Evans-Pritchard of Capital Economics in a report.The last contraction this big was 5.8% in 1967 during the upheavals of the ultra-radical 1965-75 Cultural Revolution, according to Iris Pang of ING.

Forecasters earlier said China might rebound as early as this month. But they say a sharp, "V-shaped” recovery looks increasingly unlikely as negative export, retail sales and other data pile up.

Instead, they expect a gradual crawl back to growth in low single digits in the coming quarters. For the full year, forecasters including UBS, Nomura and Oxford Economics expect little to no growth.

In total, China has reported 4,632 deaths after the total for Wuhan, the city of 11 million people at the center of the outbreak, was revised upward Friday. The mainland has announced 82,367 cases.

Retail sales fell 19% from a year earlier in the first quarter. That improved in March, the final month of the quarter, to a decline of 15.8%. But consumers, jittery about possible job losses, are reluctant to spend despite government efforts to lure them back to shopping malls and auto showrooms.

That is a blow to automakers and other companies that hope China will power the world economy out of its most painful slump since the 1930s.

Job-hunter Ni Hong’s challenge highlights the problem. Ni, 32, quit her job in Beijing in January to find a new one, but the virus disrupted those plans. Ni is paying her mortgage out of her savings and avoiding other spending while she looks in a market flooded with newly laid-off workers.In the past, there were maybe two or three candidates for a post,” Ni said. "Now, I have eight to 10 competitors, so the chance for me to be eliminated is much higher.”

That is a political challenge for the ruling party, which bases its claim to power on China’s economic success. The party appealed to companies to keep paying employees and avoid layoffs during the shutdown. But an unknown number have failed, adding to public anxiety.

The economy already was squeezed by a tariff war with President Donald Trump over Beijing’s technology ambitions and trade surplus. Last year’s growth sank to a multi-decade low of 6.1%.

Exports fell 6.6% in March from a year earlier, an improvement over the double-digit plunge in January and February. But forecasters say demand is bound to slump in America and Europe as anti-virus controls keep shoppers at home.

"Lingering consumption weakness and sliding foreign demand will weigh on the upturn,” said Louis Kuijs of Oxford Economics in a report.

Growth was stronger than some forecasts that called for a contraction of up to 16% but this is the biggest contraction since market-style reforms started in 1979."The numbers were even uglier than most anticipated, which is good!” said Andy Rothman of Matthews Asia in a report. "These ugly numbers indicate that the leadership didn’t fudge the data to hide the seriousness of the situation.”

First South Asia coronavirus case reported in Nepal
A Nepali student who returned from Wuhan has tested positive for the coronavirus, health officials in Nepal said in a statement, making it the first case reported in South Asia.

The 32-year-old student arrived in Nepal on January 9, and entered the Sukraraj Tropical and Infectious Disease Hospital in Kathmandu four days after running a fever and reporting trouble breathing, hospital spokesperson Anup Bastola told AFP.

"The results of a sample, sent to Hong Kong, have returned positive,” Bastola told AFP, noting that the patient was discharged after recovery.”We are monitoring the patient and he and his family members are healthy. So are all the health workers in the hospital,” he added.Health officials in the state of Illinois announced the second case of coronavirus in the US, located in the city of Chicago, local media outlet CBS Chicago reported.

According to CBS, the patient is a woman in her 60s, who had travelled to Wuhan in December.The woman returned from China on January 13 without initially showing any signs of illness, but a few days later, she called her doctor to report feeling sick.

Doctors with the US Centers for Disease Control and Prevention say the woman is hospitalised to prevent the spread of the virus and is doing well, and those she had been in close contact with are being monitored.

Shanghai students in their final year of middle and high school returned to classrooms, while only high-school seniors in Beijing were allowed back on campus to prepare for the all-important "gaokao” university entrance exam.

Teenager Meng Xianghao said he was taking extra precautions on his first day back at Beijing’s Chenjinglun High School.
"I brought masks, garbage bags and disinfectant,” Meng, who had just taken the subway for the first time in months, told AFP as children in masks and uniform tracksuits filed past police and officials to enter the school.
"I’m glad, it’s been too long since I’ve seen my classmates,” said 18-year-old student Hang Huan. "I’ve missed them a lot.”
A tent set up at the entrance was staffed by a person in a white hazmat suit, while a man wearing a container of disinfectant on his back sprayed the ground by the school gates.
Across the country, schools that have been closed or online-only since January began gradually reopening last month, while virus epicentre Wuhan is set to reopen its high schools on May 6.
Students in the capital will have their temperatures measured at school gates and must show a "green” health code on a special app that calculates a person’s infection risk, according to China’s Ministry of Education.
The ministry said some schools in Beijing had rehearsed the reopening with mock "students” in advance.

Footage from the Communist Party-run Beijing Daily showed some of the city’s 49,000 high-school seniors in classrooms Monday, wearing masks at desks which were spaced evenly apart as teachers welcomed them back with speeches.
A screen at the front showed a photo of Chinese President Xi Jinping, as the teacher talked to the class about the significance of overcoming the COVID-19 pandemic.
In some cafeterias, students are assigned fixed seating spots spaced at least one metre apart.
Beijing still has strict measures in place to prevent a fresh outbreak, requiring visitors to the city to pass stringent testing requirements and complete lengthy quarantine periods.
In Shanghai, some schools have set aside special rooms for isolating students with "abnormal temperatures,” the ministry said.
Beijing student Xiao Shuhan told AFP he thought some form of social distancing would continue even as classmates and friends reunite.
"We’ll no longer put our arms around each other’s shoulders,” he said.
The long absence from classrooms has added to the pressure on final-year students preparing for the high-stakes "gaokao” exams, which is the only route to Chinese universities and notoriously difficult.
"At school there’s a certain atmosphere for learning and at home there is not,” said Wang Yuchen, a 17-year-old student.
China said in March that it would postpone the exams by one month to July this year.

But a subtler, less-recognized factor contributed to the wasting of precious weeks in January and February, when preparations to try to stop the virus should have kicked immediately into high gear.

Magical thinking — you could call it denial — hampered the ability of even some of the most seasoned infectious diseases experts to recognize the full threat of what was bearing down on the world.As China was seeking to rid itself of the SARS-CoV-2 virus, a number of leading infectious diseases scientists mused that the outbreak would be controlled or might burn itself out. Yes, there were cases outside China — just over 100 had been reported to the World Health Organization by Jan. 31 — but they were spread out in relatively small numbers in 19 countries. The virus, the thinking went, didn’t appear to be behaving as explosively outside of China as it had inside it.

In hindsight, that argument, from a biological point of view, didn’t make any sense — and it ignored a soon-to-be-apparent Epidemiology 101 lesson: It takes time for a virus that spreads from person to person to hit an exponential growth phase in transmission, even if every new case was infecting on average two to three other people.It wasn’t that the virus was behaving differently; we simply hadn’t yet seen what it was doing as it moved beyond China. When large outbreaks exploded in Iran and then Northern Italy in late February, the reality became abundantly evident. And then it was too late.

"Everybody was in denial of this coming, including the U.S. And everybody got hit — just as simple as that,” Gary Kobinger, director of the Infectious Disease Research Center at Laval University in Quebec, told STAT.

Kobinger himself thought the WHO’s immediate move to a war footing on the virus — the day after China made its first official report on it on Dec. 31 — was probably an overreaction. The rapid rise in cases in the city of Wuhan brought him around.

"After that I changed my mind and I said, ‘No, this is not an overreaction. This is what we need,'” said Kobinger, who is on an expert committee that advises WHO’s health emergencies program.

It’s not that infectious disease experts didn’t take notice of what was happening. When something that might be a new infectious disease emerges from China, spines tend to stiffen in this community. China has a track record of being a source of some scary new infections — SARS in 2002-2003; H5N1 bird flu, for about a dozen years starting from 2004; and H7N9 bird flu, from 2013 to 2018. And yet the immediate reaction this time was, perhaps, fairly cautious.

On Jan. 5, a day after STAT published its first story on what would become the novel coronavirus, Michael Osterholm, director of the Center for Infectious Diseases Research and Policy at the University of Minnesota, told me he didn’t think the new outbreak would turn into a pandemic.

At that point Wuhan, the epicenter of the outbreak, was reporting 59 cases. The disease didn’t yet have a name. It would be three more days until China even announced the cause was a new coronavirus, and five days until it posted the genetic sequence of the virus in a global database.

Osterholm, co-author of the 2017 book "Deadliest Enemy: Our War Against Killer Germs,” thought China was going to get a handle on whatever was responsible for the outbreak. Even if the cause was a new coronavirus — as was rumored from the first emerging word of the outbreak — the world had experience controlling coronavirus outbreaks. The SARS virus had been vanquished, and MERS, a related camel virus that causes sporadic human cases on the Arabian Peninsula, had never spread widely beyond it, except for one outbreak in South Korea in 2015.

Within days, Osterholm’s thinking shifted. By Jan. 20, he was warning the 3M Company — which makes N95 respirators — that the virus, in his opinion, would cause a pandemic. The company immediately moved to increase production.

The Shanghai I live in now is not the same city I moved to with my family last summer, before the COVID-19 outbreak. I loved watching poker-faced grannies dancing in synchrony on street corners, dodging swarms of scooters on my bike as hundreds of delivery drivers hurried through the street to satisfy ravenous online consumption, and taking the second longest subway system on earth to more restaurants, cafes and museums than I could visit in a lifetime. But then COVID-19, caused by a member of the coronavirus family that’s a close cousin to the SARS and MERS viruses that have caused outbreaks in the past, enveloped us in an invisible fog. Shanghai and the public life that flowed through its concrete veins disappeared. Old Shanghai shopped; new Shanghai stopped.

It is now the world's biggest ghost town, haunted by 26 million fearful souls wearing surgical masks. The streets are almost empty. Roped-off playgrounds gather dust instead of giggles. Aside from grocery stores and emergency facilities, virtually nothing is open. We stay at home following safety protocols: mandatory masks in public, no visitors or deliveries, 3 feet of separation at all times and hand sanitizer, constantly.

Before the virus, elbowing dozens of eager grandparents every day to take my son to kindergarten in a joyous kind of Shanghainese chaos made me feel like a local. After school we would take bikes, trains or buses to shopping mall playrooms, playgrounds packed with kids climbing up slides, Montessori and gymnastics classes or museums.

Now my son stays home, all the time. Instead of school, we have TikTok toddler classes. We read books, watch Netflix (if our network allows), build Legos, make up songs, anything to resist making every day the same. We still go outside, but only when protected by surgical masks and suspicion of the faceless passersby who used to be our neighbors. They might be super-spreaders. We’re told to avoid crowds, but that’s easy — there aren’t any. Roughly 3,000 people live in my complex; I see five or six a day.

This new Shanghai is a place filled with dread and vulnerability, but there is surprising joy, tranquility and hope, as well.When I bike to the store, I’m often the only one on the road. My subway ride to claim my daughter’s emergency passport felt like a chartered trip, as if the city’s infrastructure existed just for me. Never has a city so large seemed so still. Shanghai has become the most peaceful sea of concrete imaginable.

Overcoming anxiety, our neighbors managed neighborliness and brought us fresh vegetables. Forbidden from visiting one another, we met in the lobby for the handoff. It was like meeting Deep Throat, except instead of the smoking gun, he came bearing cabbages.

Public life is gone, as if it is a frilly indulgence rather than a human necessity, and private life has replaced it. We look to each other for intimacy and interaction. Suddenly, I spend 24 hours a day at home with my family. No school, work, shopping or escape has created a void now filled with family and the immediate present. Every day is a new chance to be together without distraction. Our enforced intimacy feels peaceful, as long as we don’t look ahead. There is joy in that. My main responsibility now is to be with my kids. It’s a beautiful blessing shadowed by anxiety.

The last thing my wife and I did in Shanghai before the virus hit was have a baby. What joy, but what a start to life. New mothers in China live a "month of confinement” to recover and cherish those initial moments of life. We feel like all of China celebrated our confinement with us.

But our month is ending. Normalcy is fearfully flickering back to life in Shanghai as the holiday ends and the city collectively tries to live safely without destroying the economy. Shops are tentatively opening their doors like my newborn’s eyes, afraid of the light.

As I put yet another surgical mask on my son’s face and wonder whether today is the day we admit defeat and flee abroad, I accept the truth for myself and my unseen neighbors: We’re in trouble. Even so, I hope we’re humble enough to stay with the trouble and learn from it.

As our month ends, I wonder whether the lessons learned will outlive the virus: Focus on what’s now instead of what’s next, family intimacy instead of shopping dependency, experience instead of excess. I hope so.

Dr. Mike Ryan, WHO’s emergencies chief, welcomed rigorous studies of alternative treatments "like we would of any drug.” He said numerous studies are underway in China, many testing traditional therapies.

"It’s up to the people who make the claim to provide the evidence,” said Dr. Stephen Barrett, a retired psychiatrist who runs Quackwatch, a website about unproven medical therapies.On Thursday, the U.S. National Institutes of Health warned against alternative medicine — including certain herbal therapies and teas — for treating or preventing COVID-19, saying there was no evidence they work and some may be unsafe.

India is steeped in Ayurveda, a Hindu system of medicine that revolves around herbal medicines and dietary restrictions.As the outbreak spread outside China earlier this year, India’s health arm that promotes alternative medicine pushed unproven remedies to "strengthen the immune system,” according to an online post by the Ministry of AYUSH.

Criticism prompted the government to clarify that these remedies were not a cure. Earlier this week, Prime Minister Narendra Modi extended India’s lockdown and asked citizens to "follow the instructions issued by AYUSH ministry to enhance immunity.”The government also recommended a single dose of a homeopathic drug, according to Anu Kapoor, who heads a government-run homeopathic hospital in New Delhi.
The Indian government’s push for alternative treatments for COVID-19, combined with bizarre claims by the elected representatives of the ruling Bhartiya Janta Party that cow urine or dung could offer cures, has also resulted in misinformation.
